The ones I have seen, the start windings are always connected when the motor
is not moving. Then, as it starts to rotate, and gets enough speed, a
centrifugal weight causes a switch to open. If it won't rotate, check for
fluff (hairballs) on the contacts. These would make the contacts not
connect and cause the starter winding to not work. Also, the place where
the assembly makes an "elbow," is cheesy and may have broken.
If you think that the start circuit is not working, when you apply power,
the motor will hum and sort of vibrate. If you are careful, and skilled,
you can start the motor rotating, then apply power. If it continues to
rotate after power is applied and comes up to speed, then the start circuit
is dead. If not, you may have not had it rotating fast enough, or possibly
another problem<G>. Don't loose a finger<G>.

Isn't that a capacitor-start motor? Do you hear a hum? If so, test your
capacitor with an ohmmeter. If good, the meter pegs then goes back to zero.
You can also by-pass the timer; look @ the schematic and use an old power
cord w/two fem connectors. (Attach to motor BEFORE you plug it in).
