Phil,
Sorry that it took a while to answer your question, what I am going
to say is from my personal experience. I have repaired more than a dozen
anvils
And have had no complaints so far. I did the edges on an anvil similar to
yours that I use for demos and it is holding up very nicely. I have been
using MG 750 stick electrode (it also comes in MIG wire,
sorry no TIG rod) it is from Messer/MG Welding Products 1-800-558-8524 or
online at http://www.messer-mg.com this is a high impact rod, it goes on at
a Rc10 and work hardens to Rc45. It does not require preheat, when doing
edges I use a copper dam (the puddle is very gravity sensitive) and weld
until the anvil is getting hot to the touch. I then wrap in kaowool until
cool. When all my welding is done I take a LARGE ballpien and hammer the
hell out of all the new weld (you will feel the hammer start to bounce as
the material hardens) I then do my grinding and that's it.

What kind of hardsurfacing electrodes are recommended
for cast tool steel? I'd like to TIG weld it if
possible.
