There are various cleaning/pickeling formulas based on phosphoric acid which 
have been used successfully over the years by the ornamental iron industry. 
The concentrate is available from suppliers like Jansen or Decorative

 A friend of mine uses a concentrated industrial detergent called Greased 
Lightening with some success.
