As far as I can tell, none of those three products even remotely
resembles Basic I. 

A better bet might be a photographic wetting agent, as has been
suggested by some.

I don't have this as a fact, but it appears that Basic H may be Basic I
diluted 1:1 with water.  

However, in the USA, Basic I is easily available through distributors. 
Substitutions are not really necessary.

Jet Dry, Simple Green, and Calgon are mentioned various places on the 
web as substitutes for Basic I. I haven't tried it. You can read

superquench.

If you are using mild steel, these days it isn't so mild. Keep an eye
on 
your dies to make sure they don't crack (good idea whether you use 
superquench or not).

Welding beads may have higher carbon than the surrounding steel, 
possibly too high for superquench (it may crack or be too brittle.

Not that I've used much superquench in the past 8 years or so, no 
expertise here.
