        Anyone up on the railing heights for the handycap ramps?

        I've been searching for the height of a lower railing on a handycap
ramp and I've found everything from 16" to a maximum of 28" in my past hour
of searching.

        I also went down town to measure three different ramps and the lower
rail was at 17, 19, and 24.......... any thoughts on this or is it really a
range of 16-28 for this wheelchair rail to be set at?

        Does anyone have knowledge of what height these are supposed to be
at?
