One thing I found handy when sizing orifices was to use torch tip cleaners. They are conveniently sized, ranging from the number 12 cleaner (~#77 drill size)  on up. You can creep up on the optimum tuning this way. Might be redundant for the mig tip approach but the orifices I had found at Lowe's (Eagle) were .020" to start with.

A Tweco .035 tip has hole .041 diameter.  An .023 has a true diameter of .031.
