I'm not sure that I followed every post in this thread but I didn't see a
direct answer to Bill's question regarding power requirements. I'll give it
a try.

The rule of thumb for punching round holes in mild steel is (80)(diameter in
inches)(thickness in inches)=(pressure required in tons). For example to
punch a 1/2" round hole in 1/2" stock, it requires approximately
(80)(1/2)(1/2) or 20 tons.

A more general rule, one that addresses holes that are not round is (80)(1/3
of the total length of the outline in inches)(thickness in inches)=(pressure
required in tons). Obviously, since the outline of a round hole is
(3.14159)(diameter), the rules are, for all practical purposes, equivalent.
