Don't know if anyone mentioned it but you can use the shortcut of 
80 x dia. of hole in inches x thickness of metal in inches will equal 
the tonnage needed to punch the hole in mild steel.  So like Dan 
said (I think his Whitney 20 is rated at 20 tons)  Dan's example 
would be  80 x .5 x .5 = 20tons for half inch hole in half inch plate.

With the variables involved you should probably figure on using a 
tonnage of at least 50 percent more.
