After all that here's the easy way.
Get out your sabre saw and cut a 36" circle (die) out of 3/4" plywood, two
circles out of 1/2" is better. Attach the die spaced above the bench so it
hits the center of the stock 1" in this case. Weld a stop about 1/4" from a
convenient point on the die. Heat the stock reasonably evenly then quickly
drop it between the die and the stop and wrap it.
The plywood won't burn enough to effect anything if you make reasonable
haste. Also, two 1/2" dies are better because you can space between them and
get an even bend easier.
As has been mentioned:
First, the stock allowance for getting a forge welded hoop to come out on
diameter is nada.
Second and more importantly, make the hoop small and draw out to diameter.
Alternative joins: rivet, collar, forge braze, vise grips. <grin>
