First thing I'd do would be to remove both dies and check to see if
the two faces the dies sit on are parallel.  If they're not and if the
deviation from parallel is the same as the one you're seeing in the
dies, I'd try to fix that first rather than jiggering the dies to
match misaligned ram/anvil.

And I'll just stop there because others know more about this than I
do.
