What I'm thinking of doing for balance valves is to install a spring 
loaded valve on each end of my power cylinder. The valve would be opened 
by the piston pushing on a rod which actuates the valve. The valve at 
each end has it's own rod, the piston reaches near the end of it's 
travel, encounters the rod, and opens the valve. If one were clever, one 
could make these emergency overpressure relief valves by sizing the 
spring correctly.
