Roy,
Carboline makes a great primer, as long as you are putting on an opaque
finish. It is called RustBond. It is a two part epoxy primer, with a slight
fluorescent tint to assure coverage. It used to be shipped clear, and if you
buy quantity, your local distributor might get you some without the tinting.
RustBond is almost all solids. (Essentially all epoxy). For a clear finish,
assuming you can get the clear RustBond you would then put a UV protective
coating as the top coat. Usually a ployurethane product.
AT the plant we painted a pipe yard full of miles of piping systems with
RustBond primer, and then a simple gray latex top coat in the early 90's and
the pipe yard still looks "gray"t. (Sorry).

I got a stumper. What the heck is the *primer* for EPOXY
based paints? I've even called Benjamin Moore (they make quite the
line of pigmented sprayable/brush/roller/etc epoxy based paints)
and was told "Hmm... good question. Let me find out ... (awful
muzak for five minutes) beep! click! dial tone....
