Some areas have a freenet service. "Freenet" is a trademark or
something of the sort of Cleveland Freenet, so it may be called
something else. Halifax, NS, Ottawa-Carelton, Ont. and Cleveland have
freenets that are great services for light net users and even some
heavy users who are short on funds.
Are you a resident of Chester County? There's a local freenet there.
