[TheForge] Oxygen/Acetylene Cylinder Tracking

I wonder if the gent you were chatting with is confused about the
inspection date?  I'm sure the date is "actively" checked each time
it's filled and I'm equally sure no one would fill a cylinder that was
out of date.  I'm with you on "tracking" though, to what purpose?
