Might be that whoever manufactured them, in whatever country they wre 
imported from, doesn't know to harden 'em...or doesn't know how to do so 
properly.  Its not something restricted to imports....one of the Jamestown 
repro anvils was cast here in the States, and the company swore it was heat 
treated.  Maybe...but it was as dead as Dan Quayle's political career.
