Look every where in the unit for a similar sized capacitor in a
similar application (Vcc bypass) and see what it's values are,
usually on the same buss they are all the same part number and
specification.

Extremely likely. (isolated) That part failed. Measure the
resistance of that buss to ground with an Ohmmeter (with the correct
polarity) and look for another short, there should be none.
