The military surplus Fluke 27FM's that were all over eBay are a bargain; they go for about $100 for a package including a Fluke HV probe, less for just the DMM. The olive-drab 27FM has true RMS, while the standard yellow 27 does not.

The supply seems to be drying up, but there are some still up on eBay, such as these:
