For low level voltage measurements, check out the Keithley 177 and 197
"microvolt DMMs".

For accurate low resistance measurements, you really need 4 wire ohms
(e.g. Fluke 8840A or even 8800A), or a specialized milliohmmeter (HP
4328A is common, but often missing its special probes).
