I have a Tektronix DMM254 which must be quite similar
to the above. True RMS, 4.5 digits and will measure
frequency, capacitance, diode drop, as well as VOM. Same
mounting except the boot is black. Meter can be turned
backward in it. I have no idea of the relative merits of
Fluke vs: Tektronix.
