John,

My vote is for a basic Fluke 87.  The rugged yellow "glove" makes it almost
indestructible, since you can reverse the meter in it to protect the display
during transportation.  It is a true-RMS meter with 4.5 digits, so it gives
dependable and consistent readings on AC, and it can measure down in the
millivolt range.  It's not cheap, but it will serve you well.

Subject sort of says it all: I've been using some inexpensive DVM's over the
years which have done all I needed to do.  Lately, however, I am working
some areas where the low end ranges of those cheap meters aren't doing the
job.  For example:resistance measures in the 0 to 100 ohm range; voltage
readings in the 1 to 3 voltrange.
Fearing an unending thread, please echo your recommendation for a decent DVM
which can measure these low values accurately.
