   If the "static cling" route doesn't fix it, the cover if it is one clear piece of plastic, does 
pop off.  There are 4 (usually two on top and two on the bottom) little plastic bumps that go into 
the plastic under the meter card.  Pry on one edge only and try to pull the edge away from the 
plastic under the meter card.  GL
