A vacuum tube is an example where an AC version can be helpful. I have a HB 
and a commercial model that does both.

Perhaps I'm completely lost then.  Since EVERY Hi-Pot set I've seen is
indeed DC.

This going back some 40+ years.  I've used them on BIG transformers.
Those that go up to the MVA ratings, muck less KVA ratings.  I've NEVER
seen an AC Hi-Pot!  They would seem to be a bit useless.
