AC hipotters are commonly used to test transformer dielectric
strength, and in fact, line freq dielectric strength testing is
called out by numerous ANSI and IEC safety standards.  Here's a
popular make:

AC hipotting does confer some safety, in that it doesn't leave a
residual HV charge on the DUT.
