     There are three instruction manuals and tube charts at 
the BAMA mirror site:

http://bama.edebris.com/manuals/eico

     Ignore the Dejavue one, its awful, the PDF is clean. 
The schematic shows no active components and not much in the 
way of calibration adjustments. Clean the switches and check 
the rectifier.  Check the tube charts on the BAMA site, its 
just possible there is an error in the settings on the chart 
you have.
