Obviously, make sure your cables are as shown in the owners manual.
(Page 5-1 in mine)

The place I got stuck once is my "receiver address" was set wrong.  Once set
in the menu all was good to go.

The best setup for me has been the interface on page 53 of May 1998 QST 
magazine.
It is also in the 2003 ARRL Handbook page 22.45
I built one of those up and that worked great for low cost.
Maybe somebody with a working scanner could relay a copy to  Sergei. 
(someone please?)
