The FBI's indictment of the Defense Intelligence Agency analyst who was
spying for Cuba made mention of communications in her posession that
were to/from her handlers where she complained about the quality of
the V2 transmissions.

I imagine the equipment is old, spares have to be improvised, etc. and
perhaps the people running the operation are insufficiently dedicated
to building socialism.
