[SOC] Why SOC?

color burst liberation army on 40 mtrs cw this week.
I received a text message on my cell phone this
morning which was simply two words.
CBLA NDC
 Both qso's were not logged to either the lotw or
eqsl, I'm of course assuming that " ndc " means
non disclosure ?
 If that's the case, further cbla contact will be
held in the neutral zone with digital, visual
and social transparency.
