[SOC] ok: off topic and not SOC either

Unfortunately for those of us that live in 'the states', there are 545 guys
and gals 'in the beltway' that should (re-) read those documents every month
or so. Sadly it is quite clear that they DON'T read, let alone read the
documents you mention.

Double sigh....
