Hi Folks,

Well, this to me sounds like he's softening us up to replace
"grave" and "gathering" with the First Ammendment's
"clear" and "present" (if my (limited) recollection of the US 
constitution serves me correctly).

I seem to recall that this authorises the President effectively
to wage war without having to go to Congress for approval
(not that that's likely to be witheld).

I'm poised firmly on the fence on this one. So-dumb Insane (I
*liked* that, Randall ;-)) is definitely a candidate for erasure, but I'm
deeply worried about the consequences in an already
extremely volatile middle east.
