Is it a result of encryption?

The use of P25 Phase 2 (P2P2-TDMA)
(TWO conversations per frequency)?

Uniden does not make a P2-TDMA capable scanner.
GRE makes the PSR-800 which is X2-TMDA capable and may be or soon to
be P2-TDMA capable.
