I am an extra class ham and certified skywarn observer.
You can do everything you need to do for skywarn with a tachnician
class. Having said that, HF is fun and useful for hurricane communication.
The NWS in our area monitors the local repeaters and take observations
over the radio. They have several licensed amateurs at the NWS office.
Also, using APRS (Amateur Packet Reporting System), the position is
absolutely known and often plotted on the radar map produced by a piece
of software called GRLevel3.
In these parts, the majority of skywarn observers are amateur radio
operators.
