It is possible to use NWSchat "privately" but that feature still requires
one to have an account issued by your local office.

One workaround is the IEM_BOT system.  For example,
https://twitter.com/iembot_oun puts SOME but not ALL the NWS chat output
from the Norman office to Twitter.  To use this for other NWS offices, one
would substitute OUN with the office designation.  Those are found at
https://nwschat.weather.gov/contacts.php and
http://www.crh.noaa.gov/arx/Stormready/WFOlist.php
