I've used a number of services, ex. http://www.mystateusa.com/ and
http://emergencyemail.org/ with good results.

For Twitter, I get the RSS feeds from the National Weather Service
offices and products.  Those go to a service like http://dlvr.it and
twitterfeed.com for processing to feed Twitter, Facebook, etc.

The City uses Blackboard Connect with an email and text solution for
delivering warnings.  I am testing a process called Weather Call that
seems to be a good thing (yet, I am leary of any voice calling service
that may melt the copper at just the wrong time <G>)

I am also beta testing ReadyWarn.  It appears to be a quick service.

As you can see, there's more than one way to skin the cat.  Hope you
