A standard half wave dipole always radiates 90 degrees to the plane of 
the dipole itself...in horizontal (figure 8 when viewed from above) or 
vertical (like a squashed donut) modes...

Yes, moving it would help you...it has 20-30db nulls off the 
ENDS....moving those will help you no matter what! :)
