For VHf & UHf without holes, perhaps a thru-the-glass type would work.

I have an NMO mount on the roof accessible thru the dome light for VHf etc.
For HF I use a Tarheel 200 Screwdriver and attached it to my Jeep by welding
a second reciever onto my trailer hitch. It's attached to the side of the
hitch and allows another hitch to be inserted onto which I have welded a
pole for attaching the Tarheel. The screwdriver is at the rear and to the
driver's side rear bumper. And if/when I change vehicles, the entire
assembly can be removed and inserted into another hitch reciever.
I have good pics of the installation. Will send them off-list if you like.
