[ScanIndiana] Fort Wayne / Allen County Backup System

Didn't Ft. Wayne keep their old 800 MHz trunked system to use as a
backup in case the new one failed? I seem to recall that the old
system was being used by city municipal (non public safety) agencies,
but the old system could be used by public safety as needed for
backup.
