Yes, I have a Uniden BCD396T that I'm fairly happy with. It will cost
you around $525, but it is an extremely capable scanner.

Project SAFE-T uses Motorola's Type II SmartZone Omnilink trunking
system, so scanning the talk groups is pretty much the same as
scanning any other Motorola Type II system. However, SAFE-T uses both
analog and digital talk groups. The digital TGs use the APCO P25
Common Air Interface, so you will need a P25-compatible scanner in
order to listen to the digital TGs. My BCD396T does a decent job
scanning Project SAFE-T.

Well, there's a lot to learn. I can recommend two sources:

1. SAFE-T Yahoo Group at http://groups.yahoo.com/group/SAFET/

2. RadioReference.com at http://radioreference.com/index.php
