[ScanIndiana] APCO P25 Scanner

I have the R/S Pro 96.  It says it has SAFE-T preprogrammed into  it.  I 
brought it up and activated it, but, I rarely hear anything on  it.  I live in 
Indpls and I should be hearing lots of traffic.  What  am I doing wrong?
