I went for a specialized class in Toxicology... We played in the lab for a
few days as well as having hours of lecture... My class was put on by the
Director of the State Department of Toxicology... Not quite your average
entry level class...
As far as the scanner law, I honestly don't think anyone goes over it at the
academy at all... I know the ins and outs only by my own reading and legal
updates provided by newsletters from all over, however its not a topic of
conversation in any class I have been involved with...
You need remember that its ultimately up to the prosecutor for pushing
prosecution of the law... Just because one gets cited or radios taken, its
up to elected officials to push the issues in court, if they feel there is
no violation of the law, its dropped and evidence released... And, there
isn't anyone exempt that is in commission of a crime... Section A(1) and
A(2) are the only exemptions if they are a government entity, law officer,
ham, yadda yadda yadda, you know the rest ... Section A(3) states your not
exempt during commission of a crime, to further the commission of a crime,
and not exempt to the rest of the "exemptions"... So if your commiting a
crime, your going down with the radio regardless of your FCC license or lack
there of depending on the person...
