[ScanIndiana] LTR systems

It would probably be beneficial for all of us who either
live in Indiana and scan, or who travel to/from Indiana
and scan to review said law.  Mostly, I think it rarely
gets used but every once in awhile some overzealous 
officer gets carried away and creates a problem.  With
knowledge of this law and understanding of it, scannists
within Indiana can help themselves, possibly, to avoid
considerably annoyance and aggravation....

It is probably also worthwhile to review Sec. 705
(formerly 605) of the Communications Act for divulgence
issues......
