Ed,
  I have a 296d, and will offer what I can. 

- I too have seen strange behavior with the scanner still using a locked out
control channel. For me, if you exit trunked mode, lock the channel out,
then manual off of it a channel or two, it will start looking for a CC again
when you hit scan.
- No tips on scanning multiple control Channels in the same bank
- I only hear DNR North on digital since they switched. See
radioreference.com for the latest info
- I can hear South Bend, Pinola, Valpo, and sometimes Elkhart
- Toll Road PD has some of the radios. Have heard them playing a few times
over the last couple of months.
