Are you sure they are sending MDT data over their main voice frequency? I 
was told a few years ago that Bloomington PD had an encrypted Cellular 
Digital Packet Data (CDPD) system called Cerulean PacketCluster Patrol.

You may also hear short beep or tone sounds on thier main frequency. This is 
data being transmitted to and from thier MDTs.
