Also, if the state or national systems are down, the local PD can look up 
their local incident background (arrests, bogus 9-1-1 calls, false burgular 
alarms, etc.) without having to depend on some other system.

The state system seems to be not available for hours at a time on Sunday 
mornings. I guess the system administrators figure that's the least busy 
time to do maintenance, but it doesn't help an officer who has a suspicious 
car pulled over.
