       To answer your questions; 
#1, yes what you are hearing at Bloomington Hospital is in fact the maintence person answering what is usually internal calls for service. They can also make or answer outside calls. This is done through a portable radio with a built in phone patch, which has a key pad on the front.This enables them to be accessible without having to depend on a secretary answering the phone. 
#2, Bloomington Police Department maintains a "rolodex" file which enables them to do a quick look-up on some of thier "regular" customers. It is, as you  would guess electronic, but it is faster for them to look up without having to run plates or Drivers License numbers. You may also hear short beep or tone sounds on thier main frequency. This is data being transmitted to and from thier MDTs.

2) When I'm listening to Bloomington Police Department dispatch on 
460.3250 I occasionally hear officers ask dispatch for "Rolidex" on 
different peoples names, the results either come back 'negative' or with 
a persons telephone number, and sometimes other info. I'm curious if 
this is simply a fancy term for looking someone up in the phone book, or 
possibly some other police only database? Anyone got any info?
