I work for Bloomington City Fire and sit on the CAD committee, I am sure. I am also the communications officer for the fire dept. Bloomington Police is using cerulean, but it is operating over thier main UHF frequency, which is also thier main voice channel. The MDTs have very limited info on them, ie; running plates and instant messaging, and have very limited coverage due to being on the UHF frequency. They have many "dead spots". We have looked at other options, but as it stands now Bloomington does not have reliable CDPD coverage. We are actually considering ways we can install our own city wide network, working off of fixed towers. As you can imagine, that is a very expensive proposition. We continue to work to get our CAD online that was slated to be online last fall. It is getting very close, and I would expect a late spring or early summer launch. Hope this info helps.

You may also hear short beep or tone sounds on thier main frequency. This is
data being transmitted to and from thier MDTs.
