Funny -- having lived in scanning areas that joined both of those very =
early
in their lifetimes I "never" heard those claims. I heard that it would =
take
a while before there would be enough interest to develop something, but
never heard "never."

In the case of ProVoice, everything I've heard shows it cannot be =
reverse
engineered. But even if that is incorrect, and it can be legally decoded =

there is no market for it. The number of ProVoice digital systems is
miniscule nationwide. No scanner-maker is going to devote the money to
develop a scanner when they'll only sell a few hundred.
