EDACS is a little different than APCO-25 when it comes to digital especially
in the provoice and AEGIS formats...  The provoice and/or AEGIS are done
with "keys"...  There are thousands of different configurations and
combinations that this could be, and changes on each system...  A typical
scanner is not capable of decoding this...  Think of it as you guessing a
number between one and a million, then having someone guess that number on
only one guess...  There is no reverse designing as Ericsson has this
copyrighted...  You would have a better chance of winning the lottery with
the powerball and every number in sequence as drawn...  The ONLY way you
will be able to hear this type of transmission is to buy an actual radio,
have it programmed and keyloaded so it will log into the tower you are
trying to listen to...  I have 2 of these radios that I use while on duty,
and I have the keyloader program...  Its alot different when you see the
actual program and know how it works...  These radios cost just over 3
thousand bucks a piece and you must log into the tower for provoice and
AEGIS transmissions since the control channel calls the radio via the
system...
