Simple way around it all and no one has come up with it...  For the guru
persons out there...  You all repair and/or sell them on Ebay!!!  Each radio
is checked for operation and functionability...  That will indicate that you
sell radios as an individual and exempt you from the law...  Another grey
area, but it works and its accurate...  If someone is going to piss away an
hour to try something in what I call worthless law enforcement, follow
through with it in court...   You obviously were not in comission of a
crime, and you were not in a vehicle, you may have been transporting it back
home (its legal to do such)...   Next time tell him to pack sand...
