I agree, the dates and location appear to be Inauguration related.  The location listed is near whete I-395 and I-495 meet, with a radius of 64 km.  All of DC is within this radius.

Also the 8K10F1D and 8K10F1E emissions appear to be  
P25 Phase I C4FM.
