[Scan-DC] Baltimore Francis Scott Key Bridge collapse

Scott's response above at 6:49am indicates the ship DID send out a warning
it had lost power and to close the bridge, and regular news outlets are
only recently now reporting the same.

As we all know from being able to listen in by scanning, with incidents
like this is the first casualty is reliable and accurate information. It is
probably a wee bit too soon, even for the Coast Guard and other federal and
state investigators, to have all the facts and chronologies down of who
did/did not do what did or did not happen (why do I feel like Yoda?).
